I wouldnt give anyone $4 for this bike. No one branch of the armed services would endorse any such thing - ever. Spend your money on a bike from a bike shop that has parts that will last for more than one day.
If you dont have enough money, then I highly recommend that you wait until you have enough! Know when you are given good advise (as most all other answers are the same) and TAKE IT. However if you do buy this one, then at least you will keep some bike shop somewhere in business...
Folding bikes are almost always junk (except Dahon) and this one isnt even worth the steel that its made of to recycle....sorry but that is the truth. As another one said the rear shock" is dead weight (as is most of this so called bike) leave this one alone! I have more $ invested in just two tires for one of my bikes!
