Tire size has nothing to do with frame size. Still, at your height, the bike you bought would probably not have been too big for you, it just wasn't properly fitted. Buying a bike with smaller wheels is not the solution, you need to consult with someone who can help you find a bike that suits you. If you continue to buy bikes from big box stores and on the internet you will never buy the right bike unless you do the proper research, and learn how to fit yourself on a bike. The easy way to do this is to visit a couple of real bike shops and find someone who will do that part of the work for you. This will cost some money, but considering that you are already looking for a second bike, you should think about how much of your time you have already wasted, and how much you will certainly waste if you continue as you have. My recommendation is that you take the bike you already bought to a shop, and ask them to help you find out why it doesn't fit.

the wheel size doesn;t really have a lot to do with frame size

it;s odd that you got a big frame at target

usually they have one size - medium
and your size, 5'11 is probably 'big'
yet you got something even bigger

anyway
road bike wise your size is probably 56-58cm C-C

on a folding bike the wheel size is especially irrelevant to frame size

usually they are pretty adjustable

don;t get one that;s only for 5'4 and under though, that won;t work at all
