Folding electric bike or electric scooter ?
I am looking to commute about 3-5 miles in California. What do you think would be the best way to get around for a cheap cost? Maybe there is a better idea than the two listed above?

People are very happy with the Quando. It is quite reliable and you can take it on a bus or train folded when the bike racks are full.
Legal on streets, bike lanes, bike paths, sidewalks … everywhere.
Service available in LA and San Diego.
Interesting concept.. and relatively cheap.
Although instead of a scooter like you specified I would probably try an electric scooter say an x-360 with or an electric bicycle X-560 since it is classified as a bicycle and you will not need a drivers license or registration
